On October 28, 2025, the Bali Parliament approved the regional regulation 'On Special Tourist Transport Services Based on Applications (ASKP)'. It regulates the operation of transport for tourists — including services via mobile applications — and will come into effect in the coming months.

Only drivers with a Balinese residency (KTP Bali), driving cars with Balinese registration and DK numbers, can legally transport tourists.
App operators and transport companies must have a legal address and branch on the island, provide insurance for passengers and drivers, and train staff in Balinese culture and service standards. Vehicles must meet minimum requirements: an engine of at least 1.3 liters, drivers must know Indonesian and English, and have a uniform with elements of local identity. Each vehicle must have a Kreta Bali Smita sign — a sign of participation in the program.
The rates for foreign and Indonesian tourists may differ; specific rates are approved annually by the governor. The Department of Transportation will set quotas for the number of vehicles based on road conditions and demand.
Control is carried out by a special supervisory group. Sanctions range from fines to revoking the application's license.
Deputy Governor I Nyoman Giri Prasta stated that the goal of the regulation is to protect local employment and preserve cultural identity: “New opportunities should primarily help those who live on this land.”
For now, the regulations apply to car transport under tourist licenses — transfers, private tours, car rental with a driver. Motorcycle taxis (GrabBike, Gojek) remain under different legal frameworks.
