Drivers from Across Indonesia Can Now Transport Tourists in Bali

Drivers registered in any region of Indonesia will be allowed to transport tourists in Bali. The requirement for drivers to be registered as Bali residents has been removed from the tourist transport law.

The Bali Parliament passed the law in October 2025, but the entire section was removed during the approval process in Jakarta. The requirement for Bali DK licence plates was also dropped.
The Ministry of Transportation and the Ministry of Home Affairs decided that a separate system for tourist transport was unnecessary, as it is already covered by the general rules for special hire transport. A separate transport category would create legal uncertainty and undermine uniform regulations across the country.
Instead, they proposed using apps by adding tourism features to existing car-booking services in coordination with their operators.
Local drivers who campaigned for the law are now fighting over fares. They consider the rates for special hire transport too low and are asking for them to be raised through the governor, as this falls within his authority.
Members of the Bali Parliament plan to summon representatives of both ministries for an explanation. They are also discussing reverting to Governor Regulation No. 40 of 2019, which already contains the same requirements but provides for weaker penalties.
