The ongoing battle between traditional freelance taxi drivers and their online competitors has taken another turn. Following recent protests, authorities are now considering new regulations, including residency-based restrictions for online drivers. The proposed rule would allow only those with a Bali-registered KTP (Indonesians national ID card) to work as online taxi drivers on the island.
Online Drivers Fight Back
Online taxi and motorcycle taxi drivers are strongly opposing the proposal, warning that they will legally challenge any such restrictions.
“ I reject this regulation! The Bali Online Transport Association will file a class-action lawsuit against the government if this rule is enforced, “ declared the associations chairman, Aryanto.
He further stated that there should be no discrimination between local Balinese drivers and migrant drivers. According to him, the current registration process, which only requires proof of residence, is fair and should remain unchanged.
“ A proof of residence letter does not – and should not ”require a Bali KTP. Changing this rule would violate constitutional rights,” Aryanto explained.
Aryanto believes that forcing non-Balinese drivers out of online taxi services would severely impact their job opportunities. Instead of targeting online drivers, he suggested shifting the focus to traditional freelance taxi drivers, who, according to him, also contribute to Balis traffic problems.
He pointed out that many unregistered private drivers operate illegally on the island, using black-plated cars without licenses, and yet face no serious consequences from authorities. Aryanto argued that these drivers add to congestion, avoid paying operational fees, and operate without the necessary permits, making them just as responsible for the current transportation issues as online taxis.
