A law set to significantly change the rules governing tourist transport is about to come into effect on the island. The Regional People's Representative Council (DPRD) has already approved the draft. Now all transport providers, from traditional taxi drivers to drivers of services like Grab and Gojek, will be required to operate under uniform standards.

The main change affects the drivers themselves and their vehicles. Only those with Balinese registration will be able to serve tourists, and vehicles must have local plates with the DK code. Drivers and vehicles from other regions of Indonesia will lose their right to operate in Bali. This aims to stop online taxi price dumping.
Each vehicle will require an official permit, and drivers must undergo certification and verify their qualifications. Tariff regulation will be introduced: a minimum and maximum price limit will be set to prevent price wars. Additionally, taxi booking apps will differentiate the trip cost for locals and foreign tourists.
The number of vehicles on tourist routes will be limited by quotas depending on local demand. All official cars and motorbikes will receive the 'Kreta Bali Smita' mark, indicating legality and compliance with standards.
Special attention is given to cultural aspects: drivers will be required to know local customs and traditions to offer tourists not only comfort but also cultural insight. This will be an obligatory part of their training and certification.
According to Deputy I Nyoman Sujaya, the new rules are aimed at protecting local drivers and bringing order to the growing market. Currently, he noted, online services attract drivers from all over the country, with many operating without licenses, lowering prices, and not always respecting local norms. The new law should correct this by making the system sustainable, transparent, and professional.
The project also envisions regulatory flexibility to adapt to changes in the tourism industry. Work on the document was carried out in collaboration with authorities, transport providers, and app developers to take into account all interests and avoid conflicts. The new rules will come into effect after the completion of formal procedures and the approval of the regional regulation.
