Lovina’s First Development Phase Kicks Off in 2026

The Buleleng district authorities have announced plans for the large-scale development of Lovina Beach — one of the symbols of North Bali. The project will consist of several stages, with the first starting in 2026, focusing on infrastructure improvements.

According to Adipta, the head of the Department of Public Works and Spatial Planning (PUTR), the detailed engineering project will be completed shortly. The first stage of the renovation will begin with improving the access road from the intersection with Rambutan Road to Binaria Beach in Lovina. Additionally, the drainage system and three small rivers flowing into the sea will be cleaned and restored. These waterways often cause flooding in the tourist zone during the rainy season.
The cost of the first phase is estimated at 15 billion rupiahs. Funding will come from special aid from the Badung district, which is formed through a hotel and restaurant tax. Besides road and drainage improvements, the project envisages updates to pedestrian areas and the installation of lighting and garden lamps along the beach.
The master plan for development also covers Tasik Madu Beach, located west of the famous dolphin statue. It is here that a museum is planned to be built in honor of AA Pandji Tisna — a descendant of the king of Buleleng, a tourism pioneer, and the person who gave the area the name "Lovina." The building will house an exhibition about his life and a stage for cultural performances.
To implement the cultural complex, the authorities plan to use an existing 40-are land plot for parking. However, an additional 50 ares will be required for construction, and the land valuation process is ongoing.
"Everything is currently in the design phase. Implementation will only begin next year. We need the participation and suggestions of all parties to strengthen the project," emphasized Adipta.
