Big Changes Ahead: Lovina’s 2026 Transformation

The government of Buleleng regency is preparing an ambitious project for the development of the tourist area of Lovina. A budget of 25 billion rupiahs from the regional budget (APBD) is allocated for the improvement of this popular resort, with work set to begin in 2026.

The resort area will be divided into three parts according to the project:
  • Western zone (Tasik Madu beach) – cultural. This will be the location of Lovina's 'zero point', a symbolic center of the resort, representing the village's history before the famous dolphin statue.
  • Central zone (Binaria beach area) – the future marina.
  • Eastern zone (area of the future pier) – economic. A new harbor for high-speed boats is planned here, which will connect Lovina with Banyuwangi and West Bali.
The development plan for Lovina was presented during a focus group discussion involving scientists, entrepreneurs, historians, and community representatives.
This project also aligns with the Indonesian Ministry of Tourism's 3B tourism package (Banyuwangi – West Bali – Buleleng). The idea is to combine the three regions into a single route: Mount Ijen in Banyuwangi, the national park in West Bali, and the dolphin beaches in Lovina. For this purpose, high-speed boats are planned to reduce the journey between Java and northern Bali from six to 1.5-2 hours, making travel convenient and quick.
For the boats to operate fully, a modern pier with sufficient water depth is needed, extending 150 meters into the ocean from the shore. Its construction is estimated to cost another 15 billion rupiahs. The regency authorities have discussed this with the Ministry of Tourism and hope for central support. If funding is not forthcoming, the project will be executed in stages using the regional budget.
"If the pier is built, tourism in Lovina can take a step forward. We will have direct connections not only with Banyuwangi but also with Gili Trawangan," noted Buleleng Regent, Dr. I Nyoman Sutjidra.
The project documentation for the improvement is already prepared. The tender is scheduled to be announced in January 2026, alongside the start of work on the zero point in Singaraja and the Old Port of Buleleng.
