According to the island's leader, the project aims to promote culture, support small and medium-sized enterprises based on Balinese traditions, and strengthen the island's economy.
The upcoming center is envisioned as a new cultural attraction: it will offer traditional performances and shows, host exhibitions, showcase the craftsmanship and products of local artisans, and provide deeper insight into the history of Bali.
The center will cover 326 hectares and will consist of three zones:
  • Main zone (43 ha): 15 stages and 12 thematic museums dedicated to Balinese culture and art.
  • Auxiliary zone (128 ha): hotels, restaurants, a convention center, exhibition pavilions, shopping areas, apartments, and facilities for people with disabilities.
  • Infrastructure (166 ha): roads, canals, water bodies, a harbor, a marina, and green spaces.
Construction of the central part of the complex is planned to begin in 2026 and be completed within two years. Funding will be allocated in phases from 2026 to 2028, based on budget capabilities. The project is designed with consideration of the island's seismic activity, tsunami and flooding risks, and infrastructure will be designed for visitor safety.
The plan includes attracting investors for the construction and management of the center to lessen the burden on the budget. According to Koster, there is already high interest from investors; however, the authorities intend to carefully select partners to avoid repeating past mistakes related to legal disputes and litigation.
The Bali Cultural Center is expected to become a new tourist and economic hub, create jobs, and boost development in the central and eastern regions of the island — Klungkung, Gianyar, Karangasem, and Bangli.
