Indonesia Launches AI-Based GovTech AI Public Service Platform

In 2025, Indonesia launched the national GovTech AI project—a digital system for providing public services based on AI.

The initiative is approved by Presidential Decree No. 83/2025 and implemented under the coordination of the Digital Transformation Acceleration Committee. The committee is led by the Chairman of the National Economic Council, Luhut Binsar Pandjaitan.
GovTech AI aims to reduce bureaucracy, eliminate duplicate processes, and improve government efficiency. According to government estimates, digitization will save between 350 to 400 trillion rupiahs ($21-24 billion) by 2026. These funds will be directed towards reducing the budget deficit and financing priority programs.
The project includes developing a unified digital infrastructure, integrating government databases, launching applications for citizens and businesses, and enhancing cybersecurity in collaboration with the Cyber Security Agency (BSSN). The Ministry of Communication and Digital Technology (Komdigi), headed by Meutya Hafid, is responsible for the project implementation, setting technical standards, and ensuring the deployment of solutions at a national level.
A pilot launch is planned for September 2025 in the Banyuwangi district. If successful, the model will be implemented nationwide. Simultaneously, an AI-based deregulation system is being developed to simplify the licensing process and will be incorporated into the OSS platform (one-stop submission system).
GovTech is planned to be included in the list of national strategic projects to ensure sustainability and government support. Through the platform, key sectors—healthcare, education, social support, finance, digital identification, driving licenses, and others—will be integrated. All services will be accessible through a single digital identifier (IKD) without repeat data entry.
According to Luhut, digitization is a step towards increasing transparency, reducing corruption, and enhancing trust in the state. He cited successful digitization examples such as the Satusehat health app (formerly PeduliLindungi), the electronic public procurement system, and the digital resource accounting in the mining sector (SIMBARA). He stated that integrating these solutions and implementing AI forms the foundation for more effective governance.
GovTech AI is not a separate application but a unified digital system: one account and full access to all public services.
