Indonesia Makes Halal Certification Compulsory for All Products

Starting in 2026, mandatory halal certification comes into effect in Indonesia: all food products, beverages, medicines, and cosmetics without the appropriate certificate will be considered in violation of the law. This was announced by the head of the Halal Product Assurance Agency (BPJPH), Ahmad Haikal Hasan, during a meeting with media representatives and entrepreneurs.

He reminded that under Law No. 33 of 2014, all consumer goods, including biotechnology, genetic engineering, and chemical industry products, must undergo halal certification if they are related to human food, personal care, or health.
According to Government Regulation No. 42 of 2024, micro and small enterprises are required to undergo certification for food, beverages, meat, and slaughterhouse services from October 17, 2019, to October 17, 2026. Requirements for other categories of goods are regulated by article 161 of this document.
Products containing pork or other components prohibited under the halal system cannot receive a halal certificate. However, they can still be sold, provided the packaging has clear labeling and a special logo indicating the presence of prohibited ingredients.
According to Hasan, the absence of mandatory labeling or certification will be considered a violation of the law. Penalties for violators range from warnings and reprimands to license revocation and product withdrawal from the market.
Hasan emphasized that halal today is not only a religious obligation but also an international standard of quality, safety, and trust. According to him, certification is becoming an important factor in the reputation of manufacturers both in domestic and global markets.
