Opening a restaurant in Bali is not just about finding premises, creating a menu and hiring a team. To operate legally, you need to obtain a number of licences and certificates confirming compliance with Indonesian law, health and safety regulations, and service standards.
Below, we explain which documents you will need, how long the process takes, and what to pay attention to before opening.
Which certificates are required?
- Business standards compliance certificate
This confirms that the restaurant meets the requirements for safety, service and guest facilities.
- Health certificate
This confirms compliance with health regulations and food safety requirements.
What is needed to apply?
For the business standards certificate:
- NIB (Indonesian business registration number);
- a completed Self Assessment form.
At the time of submitting the documents, the restaurant must be fully ready to operate: renovations completed, equipment installed and seating areas prepared.
For PMA companies, a minimum of 51 seats is usually required. Exceptions may apply in some cases.
For the health certificate:
- a valid NIB;
- business standards certificate;
- food safety training for 50% of employees and one responsible manager;
- laboratory tests of the water and premises.

Business standards certificate
- 22,000,000 IDR
- Processing time: 1–2 months
Health certificate
- Employee training: IDR 1,750,000 per person
- Process support: IDR 8,500,000
- Laboratory tests are calculated separately
The processing time is approximately 1 month after all documents have been submitted.
How does the process work?

- The documents are registered in the OSS system.
