In Pecatu, an inspection is under way at a construction site near Padang Padang Beach. A special Bali parliament commission visited the site on Jalan Pantai Padang-Padang in South Kuta and reported possible violations: the hillside has been cut back, and, according to the commission, part of the riverbed was filled in for construction.

Previously, the river channel at this spot may have been around 50 metres wide or more, but now only about 3–4 metres remain. The inspection also found infill, concrete structures in the river zone, and the channel narrowed to a depth of around two metres. The natural watercourse has been turned into a narrow concrete canal. The commission believes this could increase the risk of flooding, especially during heavy rain.
There should also be a minimum setback for construction along the river channel. In the commission’s view, this requirement may have been breached at this site. Under Balinese regulations, the zone along a river is considered protected: it is meant to prevent bank erosion, avoid ухудшение качества воды and ensure natural drainage is not obstructed.
It has not yet been officially stated who is building the project. During the inspection, the person in charge was not on site. Workers said they did not know who the owner was. The commission suspects the construction may be linked to tourist accommodation, but the exact purpose of the building has not yet been confirmed.
The materials are to be forwarded to the public order agency. On Bali, this authority checks for breaches of regulations and can take action on site.
