A special commission of Bali’s parliament has called for operations and construction to be suspended at four developments on the cliffs of Pecatu (Uluwatu): Rockfish Uluwatu, Stone Villa Uluwatu, Dream Project and Nova Ocean Hotel.
During an inspection, the commission found possible breaches of building regulations, environmental requirements and permitting procedures. Some structures extend beyond the cliff edge and are supported by concrete piles.
A Dream Project representative admitted that work on the site began before a permit was obtained. The documents for the other developments, land plot boundaries and slope stability will also be checked.
Developments without a full set of permits may be temporarily closed. If the buildings are found to be in a restricted zone or in serious breach of regulations, the owners may be ordered to demolish them at their own expense.
A similar case has already occurred at Bingin Beach. In 2025, 48 villas, restaurants and other buildings that the authorities deemed illegal were demolished there. There are now plans to create a public park on the cleared site, repair the road to the beach, install utilities and build toilets. Up to 20 billion rupiah has been allocated for the first phase.
