Starting in late August, passengers on international flights to Bali will hear an announcement before departure reminding foreign tourists that they are required to pay Bali’s IDR 150,000 tourist levy. Bali Governor Wayan Koster said an agreement on the announcements had been reached with airlines.

The levy is paid once per trip. It was introduced under a provincial regulation and has been in effect since February 14, 2024. Koster has emphasized that this is a Bali-specific regulation rather than a nationwide Indonesian policy, which is why its implementation needs to be handled carefully.
The levy can be paid in advance, before departure, through the Love Bali website or the Love Bali app for Android and iOS. Payment options include card, bank transfer, virtual account and QRIS. A voucher with a QR code is then sent by email and scanned upon arrival. Those who have not paid in advance can make the payment at designated counters at Ngurah Rai Airport and Benoa Port, as well as at hotels and entrances to tourist attractions.
Holders of KITAS and KITAP permits, diplomatic and official visas, student visas, Golden Visas and family reunification visas are exempt from the levy, as are airline and ship crews. However, the exemption is not automatic: an application must be submitted through Love Bali at least five days before entering Bali, with a decision issued within three days.

Tourists who fail to pay the levy may first receive a verbal warning recorded in the system, followed by a written warning. They may also be denied service at tourist attractions.
The tourist levy is separate from the visa fee. It does not replace a visa and is not included in the cost of one. Legal Indonesia can assist with visa applications and extensions of stay.
In 2025, 35.4% of foreign visitors paid the levy, generating IDR 369 billion in revenue. By August 2026, the compliance rate had risen to 43%, with IDR 235 billion collected during the first eight months of the year. The new in-flight announcements are expected to push that figure higher.
