Kintamani Road Toll Sparks Tourist Confusion

A video from Kintamani has been circulating on social media: a car carrying tourists is stopped on the road, and they are quoted a fee of 25,000 rupiah per person for Indonesian citizens. The caption questioned whether such a charge is legal, and commenters asked who exactly is collecting the money, why the fee is taken right on the road, and since when this rate has been in place. The tourists in the video were also surprised and asked where the amount came from. Local authorities later responded.
First, Kintamani sub-district head Ketut Erry Soena Putra issued a clarification. He said the fee for tourists is not new and that checkpoint staff are working under the current procedure. Bangli’s tourism office then explained that the location in the video is Penelokan Road, and that the stretch is one of the district’s paid tourist sites. The fee on this route has existed since 1993, and its collection is now governed by Bangli Regulation No. 5 of 2023 on local taxes and retribution fees.
The current Kintamani rates list fees for different visitor categories. For foreign adults it is 50,000 rupiah, for foreign children 30,000, for Indonesian adults 25,000, and for children 15,000. Discounted rates apply to Bali residents—10,000 and 5,000 rupiah. The fee is collected during checkpoint operating hours, from 08:00 to 17:00.
The authorities acknowledged that the current setup is not very clear. The issue is that the on-site infrastructure is still not clearly organised, and the fee is taken directly on the road. Because of this, Bangli plans to move to a single entry and payment system. A pilot launch is planned for July or August 2026, with a full rollout tentatively set for October.
