Glass Elevator on Nusa Penida Under Fire Over Permits

A glass elevator about 182 meters high is being built on a cliff above Kelingking Beach (Nusa Penida). The investor is PT Bangun Nusa Properti (BNP). The project is being carried out in partnership with the traditional Karang Dawa community (banjar adat), which owns the land and has leased it. The project includes a bridge about 64 meters long and photo spots every 20 meters.
The chairman of the relevant Bali parliamentary committee, I Made Suparta, states: the facility may violate Law No. 26/2007 on spatial planning — the plot is in a disaster risk reduction area, where major development is prohibited. 'Once we receive the documents, we will verify.
If necessary, we will visit the site with public order police and specialized agencies,' he said. If permits are missing, the work promises to be stopped and structures dismantled. In case of fatalities, there could be criminal liability of up to 15 years under Article 73 of the zoning law.
The Klungkung Regency Tourism Department, on the other hand, claims that everything is in order regarding licensing. 'Permits are in place, but details will be provided after coordination with the public works and environmental protection departments,' said the head of the department, Ni Made Sulistyawati. The administration lists the completed documents: NIB (enterprise registration number), PKKPR (spatial use permit), and UKL-UPL (environmental impact assessment).
Even with formal documentation, questions remain about ecology, architecture, and law. Some residents and tourists believe the elevator will ruin the natural landscape of one of Bali's most recognizable landmarks. Authorities emphasize: the project is private, implemented on community-leased land, not initiated by the regency. The final investor's name is not officially disclosed, as the tourism department awaits clarifications from the works and licensing departments.
Director of PT Bangun Nusa Properti, Komang Suantara (Otal), claims the company has completed all stages — UKL-UPL, OSS, NIB, PBG — even before the groundbreaking ceremony in July 2023. Total investment amounts to about Rp 200 billion, with approximately Rp 60 billion for the 'glass' elevator itself.
According to him, Rp 1.05 billion in local fees has already been transferred to the Klungkung budget. The investor insists that the facility will not obstruct the Kelingking panorama (the placement is calculated not to block the view), and social media photos are misleading due to angles. The stated goals are to facilitate descent to the hard-to-access beach, provide jobs and taxes, and create a potential evacuation route.
