The initiator of the North Bali airport construction project, PT BIBU Panji Sakti, has announced a collaboration with ChangYe Construction Group, a leading Chinese construction company.
The parties signed a Memorandum of Understanding at the Indonesian Embassy office in Beijing. ChangYe Construction Group will partner and support the project’s financing by investing $3 billion USD, equivalent to IDR 47,717,999,981,151 (47 trillion rupiah).
The airport construction funding will follow a “turnkey” scheme, where payment is made upon project completion. The contractor will finalize the project before receiving full payment from the owner or developer.
In addition to China, several countries from the Middle East and India are still exploring investment opportunities with PT BIBU Panji Sakti. Investors have been drawn to the airport’s development concept, inspired by the Balinese life philosophy, Tri Hita Karana, which emphasizes harmony between nature, humanity, and the divine.
The construction of the airport on the coast will avoid sacrificing fertile land, residential areas, religious sites, or historical monuments in the Buleleng area. Community land will be leased without altering ownership rights.
Notably, the airport will be built on water through land reclamation in the Kubutambahan area. According to former Bali Governor Made Mangku Pastika, this approach will not harm marine flora and fauna, as there are no coral reefs in the area. The official, who has long advocated for the construction of the North Bali Airport, praised the project for its plans to use independent sources of electricity and water.
“No residential or community land has been sold. However, if something is utilized, it’s through a cooperative system,” said Pastika.
Based on research, the former governor stated that the new airport will accommodate a maximum of 3 million passengers annually. It will prioritize long-haul flights, with international routes being handled more frequently by the North Bali Airport, while domestic flights will continue to operate out of Denpasar.
The two airports will be connected by a toll road, which is planned to be constructed and opened simultaneously with the North Bali Airport. This will facilitate passenger transfers, as the distance between the two airports is approximately 60 kilometers. Officials promise that the toll road will reduce travel time to just 30 minutes.
The construction of the North Bali International Airport has received full support from Indonesian President Prabowo Subianto. PT BIBU Panji plans to commence construction and lay the foundation stone by the end of 2024, although an exact date has yet to be announced.
The first runway of the North Bali International Airport is expected to be completed by the end of 2027. The project will also include the airport itself and an Aerotropolis, a new city designed to support the airport area.
