This statement was made on December 22, 2025, in Denpasar during the presentation of Bali's 100-year long-term development plan, from 2025 to 2125. Koster also announced that the provincial administration is preparing a local law project on so-called 'quality tourism'. According to him, the document is planned to be submitted to the Bali provincial legislative assembly for consideration in January 2026.
Koster also criticized 'cheap' mass tourism, which, in his opinion, creates problems on the island. However, his statement did not mention any specific new rules, fines, or restrictions.
He separately addressed environmental and land risks: Koster stated that over the past 20 years, Bali's land area has decreased by approximately 40 square kilometers (to about 5,590 square kilometers) and promised to focus on controlling abrasion, restricting underground water extraction, and implementing measures against landslides and other risks over the next five years.
