In Jimbaran, the first of four underpasses will be initiated to alleviate the roads in Denpasar and Badung.

Authorities have agreed that one tunnel will be funded and overseen by the province of Bali, the second by the Badung Regency, and the remaining two by the Denpasar administration. Funds will come from a ten-percent contribution of the hotel and restaurant tax from Badung, Denpasar, and Gianyar.
After the central government approved the financing scheme, Badung Regent I Wayan Adi Arnawa commissioned the design of the tunnel at the congested "McDonald's" intersection in Jimbaran. The budget is 350 billion rupiahs: 200 billion will be allocated from the state budget, 50 billion from the province, and 100 billion from Badung itself. The design phase will take place in 2025, with construction beginning in 2026; all projects in Denpasar are planned to be completed by 2028.
Meanwhile, a whole package of road projects is being prepared in western Bali: from Jimbaran to Uluwatu, on the Southern Ring Road, and in the areas of Berawa, Umalas, and Kedampang. In 2026, a new road will start, connecting Denpasar with Badung, Tabanan, and Karangasem, which will ease key junctions — the Garuda Wisnu Kencana cultural park, McDonald’s and Kalika intersections.
To ensure that combating congestion isn't solely focused on road expansion, Arnawa proposed a circular railway line around the island. The idea is that a "green" train will connect Negara, Singaraja, Tabanan, Bangli, Klungkung, Karangasem, and Denpasar, becoming an eco-friendly alternative to toll roads and freeing the island from the risk of new traffic jams amid increasing tourist flows.
