The Bali government has long emphasized the need for stricter supervision of rental vehicles used by tourists. Deputy Chairman of the Bali Regional Council, Kresna Budi, believes that returning to a previously implemented system could help resolve these issues.
He has proposed that the government introduce regulations for vehicle rentals for tourists and tour guides.
“We urgently need rules to control illegal tour guides and tourist vehicles. This will help ensure tourist safety in Bali and prevent future problems,” said Kresna Budi.
A key measure includes requiring all tourist vehicles to have yellow license plates. Additionally, rental cars and motorcycles should have special plates with an RC code to distinguish them from private vehicles.
The official emphasized the need for special driver’s licenses for rental cars. Currently, tourists can rent any type of vehicle, including private ones not intended for rental use.
For example, the ride-hailing service Grab frequently uses private vehicles for passenger transport, creating unfair competition.

Simultaneously, there should be clear regulations on renting two-wheeled vehicles. Recently, foreigners have started renting out motorcycles and scooters, which also impacts local businesses.
“The system used to work well, but now everything is mixed up because all vehicles have black license plates. If rental and private vehicles have the same codes, it’s s hard to tell which ones are for rent. We are asking for an urgent fix to this issue”, concluded Kresna Budi.
