The authorities of Badung Regency—one of the wealthiest areas in Bali (including Kuta, Canggu, Seminyak, and Jimbaran)—have announced plans to seek loans to accelerate road infrastructure development. The main goal is to ease traffic flows in tourist zones, where congestion is getting more severe.

Badung Regent I Wayan Adi Arnawa explained that despite substantial revenues, the budget cannot be entirely allocated to road construction, as part of the funds goes to mandatory expenses such as healthcare, education, and administrative needs. Meanwhile, traffic jams in the Petitenget, Berawa, and Uluwatu areas are worsening and require immediate solutions.
"We cannot wait for years. Infrastructure issues must be addressed now. Therefore, we chose borrowing as a way to implement priority projects," emphasized Arnawa.
Initially, the authorities plan to build the Western Ring Road—a part of the Southern Ring, which will ease routes to the Uluwatu Temple, especially during the evening influx of tourists for the Kecak dance. Additionally, 200 billion rupiahs have been allocated to construct a new road from Pecatu to Melasti Beach, which will relieve the overloaded Uluwatu I Street.
Other projects include connecting the Bali Mandara toll road with the Sawangan area and building a new route from Gatot Subroto Barat Street towards Canggu and Mengwi. In several locations, land is already being purchased for road expansion.
"We must use all opportunities to quickly solve these tasks. Moreover, the law allows us to take loans for infrastructure," noted the regent.
According to him, the Badung administration has already held talks with the finance ministry and a state credit organization, which have supported the initiative. The specific loan amount has not yet been disclosed, but the project is in an active preparation stage.
This step is part of a new strategy by Badung authorities aimed at simultaneously solving transportation problems, meeting budgetary obligations, and maintaining social stability. Loans will allow the regency to more rapidly implement important projects for both tourists and locals.
